MOSIRA and HB 116
Missouri Right to Life worked in good faith with Jason Hall, Executive Director of the Missouri Technology Corporation, with the guidance and leadership of Rep. John Diehl to place protective language on "The Missouri Innovation and Science Reinvestment Act" (MOSIRA).
However, late Wednesday night the Senate placed the language of MOSIRA on HB 116 & 316 with no pro-life protective language. An annual appropriation review addresses the funding but this does not put pro-life protections in statute with MOSIRA. Missouri Right to Life respectfully asks that you put the following pro-life protections in 4 places of the MOSIRA language.
1. Section 348.261.1 - Add the phrase "Subject to the limitations set forth in Section 196.1127," right before the first sentence that begins "the corporation shall have all of the powers necessary..."
2. Section 348.263; add a new subsection 4 - "4. Notwithstanding any other provision of this section, the corporation may not close a record that contains proprietary information about a limitation set forth in Section 196.1127."
3. Section 348.269.1 - In this section, add language that restricts the "other powers" of the corporation not specified in MOSIRA to the general not-for-profit corporation law by editing the phrase "other laws of this state" with "Chapter 355". And;
4. Section 348.265(4) - Add the phrase "Subject to the limitations set forth in Section 196.1127," at the start of the only sentence contained in this subsection.
Without these protections Missouri Right to Life opposes MOSIRA as a stand alone bill or as amended on to another bill.
With these protections Missouri Right to Life is neutral on MOSIRA as a stand alone bill or as amended on to another bill.
Also included on HB 116 & 316 is the extension for pregnancy resource center tax credits. These pro-life issues should not be considered as an either/or situation. But rather, we hope that you will support both the work of the PRC's and prevent funding of life-destroying research.
