Legislative Update - December 4, 2015

Pre-Filing of Legislation for 2016 Legislative Session

The Second Regular Session of the 98th Missouri General Assembly will kick off at 12:00 noon on Wednesday, January 6, 2016.

Pre-filing of legislation for the 2016 session began Tuesday, December 1, 2015.  At this time there have been 215 bills and 15 various resolutions filed in the Senate.  And, there have been 273 bills and 6 various resolutions filed in the House.

Your Missouri Right to Life Legislative Team has worked with legislators on pro-life bills to file for the 2016 legislative session.  We have also begun reviewing all bills filed and will be reporting weekly in the lifelines during the legislative session.  We will update you on bills that have either a positive or negative impact on our ability to protect innocent human lives at every stage of life and development. 

Please read these updates.  Your knowledge on these important life issues is important for when you speak with your legislators.  Your involvement with your legislator is very important! 

When we put out a legislative alert for phone calls, e-mails and letters to legislators you need to be ready.  Your involvement is important to the passage of good solid pro-life legislation.

Two of the most important events that you can plan for in 2016 will be to attend Pro-Life Action Days on Tuesday, February 9, 2016 and April 5, 2016 at the Missouri State Capitol.

Because of the work of the House and Senate Investigation Committees regarding all the videos on the buying and selling of baby body parts and the abortion clinic license for the Planned Parenthood clinic in Columbia, passage of pro-life legislation is essential to the safety of babies and women in Missouri.  Your attendance at lobby days is essential to the passage of solid pro-life legislation and defunding Planned Parenthood!

In the Missouri State Senate:
SB 644 – Sponsor:  Bob Onder - Modifies provisions related to abortion.  Includes donation of fetal tissue, tissue reporting, physician privileges, ambulatory surgical center reporting and abortion facility inspections (Support)
SB 744 – Sponsor:  Brian Munzlinger - Relating to the transparency and accountability of public funds (Under Review)
SB 766 – Sponsor:  Eric Schmitt - Requires the State Auditor to audit the University of Missouri System at least once annually (Under Review)
SB 767 – Sponsor:  Eric Schmitt - Requires public colleges and universities to post certain course information on their Internet websites (Under Review)
SJR 30 – Sponsor:  Dan Hegeman - Relating to the nonpartisan court plan (Under Review)

In the Missouri State House:
HB 1370 – Sponsor:  Rocky Miller - Changes the laws regarding consent for a minor to obtain an abortion (Support)
HB 1511 – Sponsor:  Brandon Ellington (Pro-Abortion) - Establishes the Economic Development Grant Program to be used to reopen closed manufacturing facilities (Watch)
HB 1518 – Sponsor:  Brandon Ellington (Pro-Abortion) - Allows certain small businesses to be eligible to claim any state tax credit, deduction, and other exemption from tax that specified corporations are allowed to claim (Watch)
HB 1609 – Sponsor:  Kathryn Swan - Specifies that all new and existing tax credits shall be approved by the General Assembly as part of the budget process (Under Review)
HB 1617 – Sponsor:  John McCaherty - Establishes the Bring Jobs Home Act that authorizes a tax deduction for out-of-state businesses that relocate to Missouri (Under Review)
HB 1639 – Sponsor:  Denny Hoskins - Changes the laws regarding the Big Government Get Off My Back Act  (Under Review)
