Legislative Update - December 18, 2015

Pre-Filing of Legislation for 2016 Legislative Session

Pre-filing of legislation for the 2016 session began Tuesday, December 1, 2015.  At this time there have been 254 bills and 18 various resolutions filed in the Senate.  And, there have been 528 bills and 10 various resolutions filed in the House.

2016 Priority Legislation:

  • Expanding Abortion Clinic Inspections, Accountability for Disposal of Baby Body Parts,  Ensure no selling or buying of baby body parts is happening in Missouri from in state abortion clinics or out of state clinics, Accountability for licensing of abortionists and abortion facilities as well as oversight of connections between abortion facilities and public institutions.
  • Ban Dismemberment Abortions.
  • Defund Planned Parenthood.

SB 644 – Sponsor:  Bob Onder - Modifies provisions related to abortion.  Includes pro-life language for donation of fetal tissue, tissue reporting, physician privileges, ambulatory surgical center reporting and abortion facility inspections (Support)

HB Number Coming Soon - Sponsor:  Kathryn Swan - Modifies provisions related to abortion.  Includes pro-life language for donation of fetal tissue, tissue reporting, physician privileges, ambulatory surgical center reporting and abortion facility inspections (Support)

2016 “Show Me Life” Action Days
Two of the most important events that you can plan for in 2016 will be to attend Pro-Life Action Days on Tuesday, February 9, 2016 and April 5, 2016 at the Missouri State Capitol.

In the Missouri State Senate:
SB 802 – Sponsor:  David Sater - Prohibits abortions performed solely because of a prenatal diagnosis, test, or screening indicating Down Syndrome or the potential of Down Syndrome in an unborn child (Support)

Under Review/Watch:
SB 744 – Sponsor:  Brian Munzlinger - Relating to the transparency and accountability of public funds (Under Review)
SB 766 – Sponsor:  Eric Schmitt - Requires the State Auditor to audit the University of Missouri System at least once annually (Under Review)
SB 767 – Sponsor:  Eric Schmitt - Requires public colleges and universities to post certain course information on their Internet websites (Under Review)
SJR 30 – Sponsor:  Dan Hegeman - Relating to the nonpartisan court plan (Under Review)

In the Missouri State House:
HB 1370 – Sponsor:  Rocky Miller - Changes the laws regarding consent for a minor to obtain an abortion (Support)
HB 1714 – Sponsor:  Tila Hubrecht - Establishes the Unborn Child Protection from Dismemberment Abortion Act (Support)
HB 1794 – Sponsor:  Mike Moon - Establishes the "All Lives Matter Act", which changes the laws regarding the finding that life begins at conception (In Discussion)
HB 1815 – Sponsor:  Andrew Koenig - Establishes the Abortion Ban for Sex Selection and Genetic Abnormalities Act of 2016 to prohibit an abortion solely due to the sex of the unborn child or a genetic abnormality diagnosis (Support)

Under Review/Watch:
HB 1511 – Sponsor:  Brandon Ellington (Pro-Abortion) - Establishes the Economic Development Grant Program to be used to reopen closed manufacturing facilities (Watch)
HB 1518 – Sponsor:  Brandon Ellington (Pro-Abortion) - Allows certain small businesses to be eligible to claim any state tax credit, deduction, and other exemption from tax that specified corporations are allowed to claim (Watch)
HB 1609 – Sponsor:  Kathryn Swan - Specifies that all new and existing tax credits shall be approved by the General Assembly as part of the budget process (Under Review)
HB 1617 – Sponsor:  John McCaherty - Establishes the Bring Jobs Home Act that authorizes a tax deduction for out-of-state businesses that relocate to Missouri (Under Review)
HB 1639 – Sponsor:  Denny Hoskins - Changes the laws regarding the Big Government Get Off My Back Act (Under Review)
HB 1679 – Sponsor:  Sheila Solon - Changes the laws regarding the dispensing of contraceptives (Under Review)
HB 1752 – Sponsor:  Randy Dunn - Specifies that a person is presumed to have consented to organ donation at the time a person applies for or renews his or her driver's license unless he or she signs a statement opting out (Under Review)
HB 1870 – Sponsor:  Denny Hoskins - Changes the laws regarding the Big Government Get Off My Back Act (Under Review)
HB 1875 – Sponsor:  Marsha Haefner - Establishes the Perinatal Advisory Council and requires the council to establish standards for all neonatal and maternal levels of birthing hospital care (Major Concerns)
