TESTIMONY OF MISSOURI RIGHT TO LIFE
BEFORE THE HOUSE CHILDREN AND FAMILIES COMMITTEE
IN SUPPORT OF HB 1968

Missouri Right to Life supports the passage of HB 1968.  HB 1968 simply seeks to ensure that the parent or legal guardian has the legal authority to sign for an abortion.  Prior to the abortion the physician must first obtain a notarized written consent of the minor and one of her parents or her legal guardian.  And, the parent or legal guardian must present government-issued proof of identity or written documentation that establishes that the parent or legal guardian is the lawful parent or legal guardian.

Parents have a protectable interest in the life, health and well-being of their minor child and their rights should not be subverted.   Abortion has multiple risks and anyone who is considering an abortion should be informed of all risks.  In today’s times when young people, still under age are rushed in for an abortion, we just need to make sure that it is the parent or legal guardian that is signing for the abortion.  These minor girls are still on their parents insurance.  These young girls may suffer the side effects of abortion and if the parent or legal guardian is not aware of the abortion then they might not know the signs to watch for should an emergency arise after the abortion.

There is a clause for a medical emergency exception.

There is a clause requesting an expeditious process in order to proceed to a judicial waiver of parental involvement.  This process includes the right to trustworthy and reliable counseling concerning the minor’s sufficiency of knowledge, insight, judgment and maturity with regard to her abortion decision.

This bill also includes legitimate protections against parents who have been convicted of sexual abuse of that minor or whose parental rights have been terminated.
