TESTIMONY OF MISSOURI RIGHT TO LIFE
BEFORE THE HOUSE SPECIAL COMMITTEE ON INNOVATION AND TECHNOLOGY
IN OPPOSITION TO HB 2669

With the 2006 passage of Amendment 2, the Missouri Constitution includes a right to engage in human cloning and human embryonic stem cell research.  While Missouri Right to Life supports ethical research using adult stem cells and other non-embryonic, non-lethal stem cell research, we stand opposed to life-destroying research. 

Therefore, Missouri Right to Life opposes state funding or incentives for businesses that are engaged in human cloning or embryonic stem cell research.  Missouri Right to Life also opposes any bill language that would open the door to taxpayer funding of abortion services.

We have serious, specific pro-life concerns as they relate to Section 351.1400 (8) (a) and (d) and (f) on page 3 of HB 2669:

Problem 1:  “(a) Providing low income or underserved individuals or communities with beneficial products or services."   Without pro-life protective language this could include abortion services in some people's view.
Problem 2:  "(d) Improving human health."  Without pro-life protective language this could include abortion services in some people's view as well as human cloning and embryonic stem cell research.
Problem 3:  "(f) Increasing the flow of capital to entities with a purpose to benefit society."   Without pro-life protective language this could be argued to include abortion services and promote human cloning and embryonic stem cell research by some.

Because of these problems we are asking for the following pro-life protective language:

“Public benefit does not include abortion services, human cloning or prohibited human research as defined in RSMo Section 196.1127.  And, public funds shall not be expended, paid, or granted to or on behalf of an existing or proposed research project that involves abortion services, human cloning, or prohibited human research as defined in RSMo Section 196.1127.”

Pro-life Missourians do not want their tax dollars going to businesses that offer abortion services or that include in their business practices, human cloning and/or human embryonic stem cell research. 

For these reasons listed above Missouri Right to Life opposes HB 2669 and encourages this committee to adopt the pro-life amendment listed above to clarify “specific public benefits”.
