Legislative Update: 5/1/15

Highlights of last Week:
HB 190 – The abortion clinic inspection bill which changes the laws regarding the protection of women’s health care.  On Senate Informal HB on Third Reading Calendar awaiting final action by the Senate.   Sponsor: Kathy Swan

HB 151 – Was heard Tuesday, April 28 in the House Economic Development and Business Attraction and Retention Committee.  HB 151 Prohibits any public funds or governmental economic incentives to be authorized for a project involving abortion services, human cloning, or prohibited human research.  The ACLU testified in opposition to HB 151 because they do not want to prohibit public funding of abortion services in statute.  Sponsor:  Jeff Messenger

HB 81 – Changes the law regarding consent for a minor to have an abortion to ensure that those posing as a parent are truly the parents of that minor girl.  HB 81 was voted Do Pass in the House Children and Families Committee Thursday morning, April 30 – Sponsor:  Sonya Anderson

SB 24 – Governor Nixon Vetoed SB 24 Thursday, April 30, 2015. Legislature Expected to Override Governor’s Veto in these last two weeks of the 2015 legislative session.
CCS HCS SS #2 SCS SB 24 which modifies provisions of law relating to the Temporary Assistance for Needy Families program and Supplemental Nutrition Assistance Program includes an additional 2% of funding for the Alternatives to Abortion Program. This will add an additional $4.3 million for the Alternatives to Abortion Programs to spend each year. Missouri Right to Life supports this additional funding in SB 24. Sponsors: Sen. Awaiting Governor’s Action on the Budget.  Budget was delivered to the Governor two weeks earlier than constitutional deadline. (See HB 5 & HB 7 in the full update.)

Continue Calls on SB 466 & 422 – Simon’s Law
Please call President Pro-Tem Tom Dempsey and Senator Eric Schmitt and let them know that you would like them to pass SB 466 & 422, Simon’s Law to ensure that do-not-resuscitate orders are not placed in a minor child’s medical file without the parent’s knowledge.  Be sure and thank them for working to pass this bill!
